Abstract

[Machine translation] This study focuses on certain profiles of the Council’s internal activities, which are clearly diplomatic in nature. Relations among the members of this institution take place between government delegates acting on the basis of instructions received from national executives. It is therefore up to the Presidency to mediate between the positions of different governments, which often express national interests that do not always align. The Council’s work has a different dynamic depending on whether it involves the adoption of a typical act by vote, the adoption of an atypical instrument (conclusions) by consensus or an intergovernmental debate (rule of law dialogue). This study then discusses the legal implications of the choice to object, to abstain or, as has recently been the case, to be absent during the deliberations.
